So, this is an old game now. Almost as old, if not older than some of it's playerbase. And - let's face it, it's just not that popular. Oh, it has a dedicated fanbase and has lasted amazingly well - but the idea of an MMO just really doesn't hit home like it used to.
What I'm trying to say is - I don't see many new players coming in out of the blue. Most of the players coming in I see are brought in through RAF and their goal isn't to spend weeks in old content, it's to join their friends in the endgame, doing relevant, current content.
